I.M.P. had a very important and lucrative mission underway and Loona's part caused a massive amount of chaos.  Usually no one really would care in hell but she pissed off some upper class goetia and landed herself in hells laughable "justice" system.

In a situation like this Loona wouldn't give a shit about anything normally and just use I.M.P. funds to pay her way out...but funds were low and she needed to still finish her part in the mission.

Luckily there are other ways to "pay".
