The Wu sisters have a pet hawk that's not intelligent, we don't see horses but I feel like if there are normal birds than normal horses aren't impossible even if we've never seen any.

Any non athromorphic creature is usually the exception rather than the rule. If there were horses or other beasts of burden, I am certain we would have seen lots of them. Usually you see they either use their own strength or locomotion to travel or pull carts or plows. In the movie, the duck had to travel to the prison using his own wings and in the show, if you were being pulled in a transport, it was being pulled by rhinos. If they rode horses or used mindless beast of burden, I think we would have seen them by now

Those are low level and minor creatures. I have no doubt they probably eat fish and shrimp and other things. I was thinking more of larger creatures. You don't see them riding horses or using beasts of burden for farming or owning pets or with zoos like in Ducktales.

Says who? We've seen normal versions of species before, in one of the kung fu panda TV shows we see the panda villagers eating shrimp platters, and we also see intelligent / sentient shrimp in other episodes. Either Po's village has horrifying morals and devour intelligent species, or there are just regular versions of animals in the setting.

As far as the world building goes, there should be no normal horses at all. Maybe that's why she was confused.

'Normal' as in 'not a kung-fu master'.
Though how ready Tigress is to obey someone to such extent just because of authority as a master is troubling.

Heh when she needs to tag out she can always grab viper and have her be a nice sleeve to strap under the horse.
