There is something special about swimming in a stream or river: the feeling of warm mineral water streaking across one's tufts of fur. Not reeking of chlorine is certainly a perk. I don't think Sai's chosen swim spot is as private as they think however; they'll be in for a rude awakening for whoever sees them frolicking around in wet, tight, transparent undergarments. :X
