The only queen that we can call as the greatest Queen in all of Equestria is Queen Haven? Why? Because she is most likely the most respectful and loveliest queen who we might have met out of all the queens in Equestria. I can imagine hearing Queen Haven singing to everyone and herself as being the 'Greatest Queen of Equestria'.
