The shirt "armor" is not the only thing he wears (when he wears anything...)
Traveler's cloak setup would also be very common outfit for him when he is on journeys or the weather is not so favorable.
He doesn't bring it out on pawdventures where he gets into scuffles as it is too valuable of an item to lose... even though it's an old rugged blanket. It's value is partly due to its cost, but also due to it's familiar scent that would be hard to replace.
