Yes, they're both civilized, but they're separate societies, that for the most part speak different languages even, though some people on each side can talk a bit of the other. Keira in this one mostly knows a few words of prey language, but couldn't have even a simple conversation in it. Predators consider it bad to learn prey language since you don't want any sympathy for your food.
Predators are supposed to be few in number and technologically advanced and more or less "human" in most aspects.
Prey are much more numerous and far less technologically advanced since it's hard to develop tech when a lot of people don't live very long. They also breed at puberty and have few adults in control, since predators prefer targeting adults.
They're not really friendly with each other but of course some odd relationships might be possible, but are likely not to last. Prey are after all just food from the predator POV.

Even though the burger would be vegan, it wouldn't be a vegan burger, and the need to create vegan alternatives just signifies oppression. The prey should actually fight against that instead of being just, you know, meat to the predators. /jk
