Since there are multiple pokemon that share the same species, a system was put in place where you must register your outfit for ID purposes. Wearing anything other than your registered outfit can lead to some hefty fines, and jail time for repeated offenses~
I guess this would also be the mystery dungeon equivalent to the DMV lol, since you need to be registered to travel to MDs and other Continents.
