They're not gonna come out and say they're a couple if they plan to show it in 3. Not saying they will, but it's not out of the question either. Nick and Judy said all that without it being romantic, that's true. If Judy became smitten and is why she's listening to the pen, and if Nick is in love with her already, becoming romantic is totally on the table.

I personally think they’re just intentionally obfuscating, because either they’ve planned on what to do but want to keep us guessing until Z3, or they haven’t and want to keep their options open.
