Wow, I haven't seen this thing in YEARS.
I'm not saying that this firearm could not work. But this system is not something you want on a sniper rifle. First there is no way the optic is connected to the barrel. Second the chamber joint would disrupt inner ballistics at least a little considering the leaking gasses and tolerances. Third, you generally put a scope on a moving mount. What you can encounter are sway mounted magnifiers and even those introduce some parallax shift, again not something fit for a sniper rifle.

This is a good firearms-holding design for quadrupeds
I wonder how that folding barrel would work. And certainly this would compromise your accurancy.
