He's "the most important pony in Canterlot", was shown to hold political power in Spike At Your Service, and is important enough to [sit amongst royalty and political leaders](/3156031) (and above the Mane Six). He's also shown demanding preferential treatment in Spike At Your Service. It's pretty likely he'd know exactly who Princess Celestia's protege is, even before she and her friends had saved the world twice by then. I'd argue he took one look at her after she and her friends trashed the party, and was like "if I kiss up to Twilight and her hillbilly friends, it'll make me look good to Celestia and get me some preferential treatment" XD
