I believe this is based on those stickers you get with chocolate wafers in Japan Bukkiriman or something?
Translation: "Happy 1st anniversary!"
This looks like a really amazing animated snes game title screen. Not sure how to word it clearly, but with the empty background space around the characters and with the fecto elfilis body to head ratio and pose; it gives me the impression that I'm looking at a curved crt screen and thats way more impressive than a static scanline overlay ontop of a video.
