Crammed with the DNA of a mackerel, tuna, sardine, crab, and even a tiny bit of pufferfish to give him that random puffing element to make him even more helpless, Chum can't even swim well thanks to all that DNA fighting inside of him mutating his tail into a misshapen mess. All this helplessness makes it easy for his creator to cram as much food into his poor body and toss him into the waters to be used as food for her bigger experiments.
