"body": "The date on this one is 1898 (specifically from an issue in March), so you're looking at another runup-to-the-Boxer-Rebellion cartoon. This was well into the period where every colonial power on the planet was lining up to demand more gimmes from the Chinese, specifically port concessions to allow them to base fleets out of and conduct extremely profitable trade through. Qingdao / Tsingtau / uhh.. King Chau? for the Germans, Dalian / Port Arthur for the Russians, a buttload of stuff to France including all of North Vietnam (Tonkin), Zhanjiang / Guangzhouwan (part of \"Canton\" up there), and \"Ta-Lien-Wan\" (another part of what would become Dalian, I think? I don't think they actually wound up controlling that).\n\nNotably absent from this list is ol' John Bull there. The British already had the massive colonial concession of Hong Kong, which would only get bigger with the 99-year lease in the immediate future, but Puck and everyone else in the world knows how Britain operates by now. If they don't think they're being given the biggest share of ANY pie, regardless of their actual involvement, they will throw an absolute fit. If everyone else is getting free ports and stuff in China or China's sphere, then Britain will either get an increased share of their own, or there'll be a bull in the proverbial china shop before long.\n\nUncle Sam in this case is looking on with pure bemusement; while Sam was engaging in plenty of his own colonialism under varying degrees of kayfabe at the time, the USA was notably not involved in taking outright treaty ports in China, and as such could operate from a position of [i]marginal[/i] moral superiority. Which is all you ever need.\n\nThe \"solution\" to this \"problem\" comes from the other figure in the background. Japan was a power on a massive rise at the time and, critically, a very good friend of the British. They had also just beaten the shit out of the Chinese in the 1895 Sino-Japanese War, taking from them the island of Formosa (Taiwan) and the port of Weihaiwei (Weihai today), previously China's main fleet base. Japan would evacuate the port in May 1898, two months after this cartoon was published, and their British allies would promptly move in and take over, signing a lease on it with China that lasted until 1930. So Britain got its share of the pie and obligatory Royal Navy Base for the five hundred feet of global coastline that didn't have one yet, and everything was dandy.\n\nExcept for the part where China's population was infinitely pissed off and humiliated with all this foreign carving-up of their country and would ramp into the Boxer Rebellion over the next year and a half.
