Twilight is in love with Celestia, but Celestia doesn't feel the same way (she still does care for Twilight, just not romantically). Their relationship is pretty unhealthy because of this. Celestia feels guilty for doing this to Twilight, she's not doing it out of cruelty, but she can't bring herself to break things off because Celestia depends on Twilight emotionally. The relationship effects them both mentally, Twilight eventually figures out that Celestia doesn't really return her feelings, but both of them are too invested to end things.\r\n\r\nThat's why Celestia is apologising",
